Learn What the Bond Means for Special Education Resources and Facilities

The upcoming $4.4 billion bond proposal, set for a November vote, will address health, safety, and future readiness across Houston ISD schools. While the bond doesn’t explicitly allocate funds for special education, HISD’s 2024-2025 Action Plan outlines significant enhancements in this area, which may benefit from the overall improvements funded by the bond.

Key initiatives in the action plan include:

  • Additional special education resource classrooms for reading and math courses for fourth through seventh graders
  • Special education teacher assistants for “every 60 moderate-needs students” at New Education System (NES) schools
  • Instructional Review Teams for the Special Education Department
  • Review of each student’s individualized education program 
  • $9 million to raise salaries for special education teachers in non-NES schools and $3.2 million for teacher assistants in the 45 new NES schools

Though the bond focuses on infrastructure, its alignment with the action plan suggests that special education services could see enhanced support. The district estimates these improvements will cost about $17.4 million.

What the Bond Proposal Covers

Houston voters will have the opportunity to vote on Houston ISD’s 2024 bond proposal in the general election.

The bond proposal outlines a substantial investment in the future of Houston’s schools:

  • $1.04 billion toward creating safe and healthy campuses
  • $1.07 billion to make campuses “future-ready”
  • $2.27 billion for the restoration of HISD schools

If approved, the bond would not increase taxes.
