HISD Unveils Defined Autonomy Framework For The 2024-25 School Year

Houston ISD officials have outlined the District’s Defined Autonomy Framework (DAF), which is a system designed to allow for flexibility and innovation at high-performing campuses while maintaining rigorous expectations for all schools in 2024-25.

All schools will fall under one of four levels of defined autonomy:

  • Level 4 – for Separate and Unique Schools (SUS)
  • Level 3 – for A & B-rated schools
  • Level 2 – for C-rated schools and D-rated schools that are not NES
  • Level 1 – for NES schools

These district-wide expectations include the following:

  • Follow state and board policy
  • Follow the district calendars start and end times
  • Comply with requirements for professional development
  • Prioritize high-quality instruction
